The Council are the more powerful forms of their own personal race, serving a what current times call the UN. Even though Dunerva is at war both sides and the neutral side is apart of this council, constantly debating as to who should keep Dinerva and how to end this war. It's chaotic, but peaceful.
Perks:
Each member gets to redo their stats, at level one having 50 stat points instead of 25
They grow twice as fast as regular people do, so they have the ability to roll 2 stat increase dice instead of one
They create the laws of the war, basically a plot-based perk
You get extra cash rewards for fighting-based quests
Cons:
Your character must restart at Lv 1 once you get a councilman
They do not recieve bonus XP or anything
Councilmembers can not fight another councilmember
They also must attend a once-a-month meeting together, to discuss things. Basically once a month every member has to rp together in a large debate
This may seem not all that good, and it will b increased as time goes on. I didn't want to make them too OP but not an average joe, so this is what I've got for now. They'll be updated as time goes on and I'll find a way to May the council better.
